A leather jacket cut and sewn in Pakistan goes into the UK and the EU at 0% import duty. Make the same jacket in China and you pay the standard tariff: around 4% on leather apparel, and up to 12% once you get into textile-lined or blended categories. At volume, that gap can decide whether the margin works at all. It comes from two separate schemes. The UK’s Developing Countries Trading Scheme (DCTS) covers imports into Great Britain, and the EU’s GSP+ covers the EU. GSP+ is EU only. It doesn’t apply to UK imports.
What is GSP+, and why does Pakistan qualify?
GSP+ is the enhanced tier of the EU’s Generalised Scheme of Preferences. Pakistan has been in it since 1 January 2014 and is still its largest single user. It removes duty on about two-thirds of EU tariff lines, leather goods included, and more than 85% of Pakistan’s exports reach the EU free of duty and quota.
It comes with strings. To keep GSP+, Pakistan has to ratify and actually implement 27 international conventions on human and labour rights, the environment and governance, and the EU checks every two years. What is the UK DCTS, and how is it different?
After Brexit the UK wrote its own. The DCTS replaced the UK’s earlier preferences in June 2023 and put Pakistan in the Enhanced Preferences tier. About 94% of Pakistani goods now go into the UK duty-free, and the rules of origin are simpler than under the old scheme.
So there are two doors. Goods for the EU claim 0% under GSP+. Goods for Great Britain claim 0% under the DCTS, if they qualify. For leather jackets, bags and accessories from Pakistan the result is the same either side: no tariff at the border, as long as the paperwork is right.
How much does duty-free access actually save you?
You save whatever tariff you’d otherwise pay, so it grows with the order value and depends on the product. The table puts the standard most-favoured-nation rate, which is what you pay with no preference, next to the rate on qualifying Pakistani goods under the DCTS (UK) or GSP+ (EU).

Take a £40,000 shipment of leather jackets. At 4%, that’s £1,600 in duty. Under the DCTS into the UK, or GSP+ into the EU, it’s nothing. Four orders like that in a year and you’ve kept £6,400 that would have gone to customs. Bags can carry up to 9.7%, so the saving there is bigger. The exact rate depends on the classification and where the goods are going, so check the line for your product before you put it in a costing.
What do we have to do for you to claim 0% duty?

Being a factory in Pakistan isn’t enough on its own. The goods have to meet the rules of origin, meaning enough of the value has to be added here. For leather garments that’s simple when the whole jacket is made in Pakistan from qualifying materials, which is how we work as a leather garments manufacturer in Pakistan.
After that it’s paperwork. The EU wants a statement on origin from an exporter registered on the REX system. The UK DCTS accepts an origin declaration. We hold the registrations and issue the origin documents your customs broker needs, with the commercial invoice and packing list, so the preference can be claimed when the goods land.
This is where factories that send cutting or stitching out to other workshops can cause trouble, because origin gets harder to prove. We do everything from design and sampling through to QC in our own building in Karachi, so there’s no question where the goods were made.
How does Pakistan compare with China, India and Turkey?
China has no equivalent preference into the EU or the UK, so goods from China pay the full standard tariff. India is on the EU’s standard GSP, not GSP+, and several textile and leather lines have graduated out of it, which puts a lot of products back near the full rate. Turkey gets into the EU duty-free through the customs union, but its labour costs are well above ours.
Honestly, the advantage is clearest against China, where Pakistan has both the 0% duty and a lower production cost. Does duty-free access mean lower quality?
No. If anything the schemes push the other way, because GSP+ depends on labour and environmental conventions, among others, being enforced. Quality comes from the factory, not the tariff line.
We work mainly in sheepskin, and we check quality at cutting, at stitching and again at finishing, not just once at the end. The duty position lowers your landed cost. The workmanship is a separate thing, and it comes from 25 years and three generations of making leather in Karachi.
Common questions about duty-free leather from Pakistan
Do I claim the duty preference, or does my supplier?
You do, as importer of record, at your border. Our job is to make sure the goods qualify and to give you the origin documents that back up the claim.
Is GSP+ or the DCTS permanent?
Neither is guaranteed. Both come with conditions and both get reviewed. Pakistan has held GSP+ since 2014 and is in the DCTS Enhanced tier, so it’s been stable, but we’d leave a small buffer in long-range costings instead of assuming 0% for the next ten years.
Does it cover bags and accessories as well as jackets?

What about importing to the United States?
Different rules. Leather apparel generally doesn’t get duty-free treatment in the US, so expect to pay the normal tariff there. Everything on this page is about the UK (DCTS) and the EU (GSP+).
